So how are we going to change American politicians?

This applies to almost all politicians. You vote them out because they are not doing what they promised (the will of the people), then you have to pay them their self voted full salary for the rest of their lives after serving 2 terms, then you vote someone else in, and the cycle continues. How can "We The People" stop this merry-go-round?
