What are the chances my ex will get custody after all these years I have had custody?

He has not had anything to do with her since she was 3 years old she is now 16 and just suddenly came back in the picture. He is 33,000 plus behind in child support. Never even called to wish her a happy birthday or merry christmas all these years.
